Arm restraints do one job: they keep your arms inside the car. In an open cockpit rollover an unrestrained arm goes outside the roll structure, and the injuries that follow are the reason the restraints exist and the reason sanctioning bodies mandate them.
Where they are required
Open wheel, open cockpit and off road classes, and drag racing, are where you will normally see them written into the regulations. They are not a general purpose item for a closed saloon, and if you are not sure whether your class calls for them, check the rulebook for your series before you buy rather than after.
They are worn on the upper arms and tether back to the harness, so the length of tether is set to let you reach the wheel and the switches while stopping short of the cockpit edge. Fit them and try full lock both ways before you go out.

SFI is a different scheme from FIA. If your regulations specify an FIA standard for restraints, an SFI certified item may not be accepted, so read the wording in your rulebook. We can tell you what other drivers in your series are running if that helps.
