Double layer soft knit Nomex in the natural ecru fabric, and this is the approved bottom half of a race kit rather than a comfort layer.
Why they have to be full length
Approved underwear covers the leg to the ankle, and that is not arbitrary. The layer underneath a suit adds protection time in a fire and keeps the suit off your skin, and direct contact is what turns heat into a burn. A short or a bermuda garment leaves the part of your leg closest to the pedals and the bulkhead uncovered, which is why no short will satisfy a scrutineer checking for 8856-2018 no matter what it is made of.

Take your waist and inside leg rather than working from a trouser size. Too loose and the fabric bunches under a suit, too tight and you will not want to put them on.
